Papers of Clarence Brown Lester, secretary of the Wisconsin Free Library Commission. A graduate of Brown University, Lester attended graduate school in political science at the University of Wisconsin and held posts at the state libraries of Indiana and New York before returning to Madison, Wisconsin. Papers cover both his personal and professional life (bulk 1900-1951) and include correspondence, newspaper clippings, family history, reports, publications, and other ephemera. Also included are photographs of family, vacations, and his residence in Wisconsin.

The Free Library Commission was established in 1895. It existed as an independent state agency until 1965. In 1965 the Legislature transferred the functions, personnel and properties of the Free Library Commission to the jurisdiction of the State Superintendent of Public Instruction as the Division for Library Serices (WIHV85-A897) in the Department of Public Instruction (WIHV86-A116).
